About Tom Lowry

An attorney in good standing since 1978, Tom’s legal practice focuses on workers’ compensation and unemployment law since 1981. This includes all aspects of litigation before a Workers’ Compensation Judge/UC Referee, medical depositions, brief writing, appeals to the Workers’ Compensation Appeal Board, Pennsylvania Commonwealth Court and successful oral arguments before the PA Supreme Court. As counsel, he has participated in cases in First Impression resulting in new law in Pennsylvania.

Graduated Villanova University School of Law in May 1978 and member of Villanova Law Review (1977-78). Earned B.A. in History from Villanova University in May 1975, Phi Alpha Theta. Admitted to practice before the Supreme Court of Pennsylvania in 1978 and admitted in 1980 to practice before the US District Court for Eastern District of PA. By Order of Chief Justice William Rehnquist in June 2005, admitted to practice before the United States Supreme Court. Served Judicial Clerkship with the Honorable Mason Avrigian, Montgomery Co. C.P. Ct. (1978-79); Maerz, Bresnan & Detwiler, Blue Bell, PA (1980-81); Swartz, Campbell & Detweiler, Philadelphia PA (1981-1989).

Tom is a longtime member of the Workers’ Compensation Committees of the Pennsylvania Bar Association, the Philadelphia Bar Association and the Montgomery Bar Association where he co-founded the MBA workers’ compensation committee. He was instrumental in the creation of the Montgomery Bar’s Annual Fall Public Service Seminar on workers’ compensation topics. Tom is also a member of the Pennsylvania Self-Insurers. He has given frequent lectures and seminars for Continuing Legal Education credits in the area of workers’ compensation and Medicare for the Pennsylvania Bar Institute, the Montgomery Bar Association, the American Bar Association and the Pennsylvania Self-Insurers Association. Tom has published over 20 articles on workers’ compensation related topics. Tom has helped shape regulatory law by providing helpful comments and guidance to proposed rules governing workers’ compensation proceedings and the creation of Bureau documents.

Tom has considerable expertise in complex medical legal claims such as hearing loss, intra cerebral hemorrhage, psychiatric and heart and lung cases. He is certified as a specialist in the practice of workers’ compensation law by the Pennsylvania Bar Association’s Section on Workers’ Compensation law as authorized by the Pennsylvania Supreme Court.
